Candidate and employee data that stays out of the model

6 min read6 min readReviewed 26 October 2026

In short

Salary, health data, disciplinary records and employee ID numbers stay out of general AI services. Send the data's shape and made-up samples. CVs to a model abroad need a basis and consent. Not legal advice.

After this lesson you can

  • Sort which candidate and employee data must not go into a general AI service in HR work
  • Do HR tasks with the shape of the data and made-up samples, not real employee data
  • Recognise the conditions to meet before a model abroad reads candidate CVs

Understand

HR work almost always touches data about people. A job post draws CVs, and CVs hold names, addresses, work history and sometimes photos. Once a person is hired, the data grows: salary, bank account, social security number, national ID number (NIK), sick-leave records, performance reviews, disciplinary notes. All of this is personal data under the PDP Law, and some of it is specific personal data, such as health data, personal financial data and criminal records. The legal basis is covered in the PDP Law basics lesson; here we apply it to the HR desk.

The rule we keep is simple: employee salaries, health data, disciplinary records and ID numbers never go into a general AI service. A general AI service means one your organisation has not contracted to process employee data, including your own personal account. The reason is not that such services are surely malicious, but that you do not know where the data is stored, for how long, who can read it, or whether it is used to train a model. The employees whose data you paste were never asked either.

Candidate data is slightly different but still sensitive. Candidates send a CV for one purpose: to be considered for the opening they applied to. Using that CV in a new tool, especially one that processes data abroad, may need a new basis. This lesson covers three groups: data that never goes in, data that may go in after masking, and data that may go in only through a tool whose basis has been set up.

The good news is that most HR tasks you want AI help with do not need real data. The model needs the shape of the data, not its contents. If you want a formula for remaining leave, the model only needs the column names, the leave rule and two made-up sample rows. If you want a clear announcement of a pay rise, the model needs the structure of the rise, not a list of names and amounts per person. If you want to tidy an attendance report layout, send a table with made-up codes such as K-01 and K-02.

How it works: first write what you want to produce, then ask what the model minimally needs to know for that. Usually the answer is rules, structure and samples. The real data stays in the HR system, and you run the result yourself there. How to mask data properly, including why replacing names with codes does not yet make data anonymous, is in the masking data lesson.

A CV is a special case because a CV-reading feature does need the CV's contents. Here the question is no longer shape or contents but where the data goes. Many models process data on servers outside Indonesia, and sending a CV there is a cross-border data transfer. Article 56 of the PDP Law sets the conditions, and when the other conditions are not met, the candidate's consent becomes the basis. Before a model reads a CV, make sure your organisation has answered: where the data is processed, what the basis for the transfer is, whether candidates are told and asked to consent, and whether candidates who refuse have a way forward without being disadvantaged.

A note on work accounts. An organisation that has contracted an AI service for HR usually has an agreement on data storage, model training and server location. That makes some work possible, but it does not mean all data may go in. Specific data such as health and disciplinary records still needs a clear reason and is best processed in the HR system itself. Ask your data protection officer what is allowed for your work account, and write the answer in your team's notes so everyone follows the same rule.

Worked example

Before

The prompt

Here is my team's leave data for this month (I paste a table with full names, ID numbers, leave type and sick notes for 25 employees). Please work out each person's remaining leave.

What came back

Here is each employee's remaining leave: Budi Santoso 7 days, Sari Lestari 4 days (note: typhoid, needs monitoring), ...

After

The prompt

Goal: I need a spreadsheet formula to compute each employee's remaining annual leave. Reader: me, the HR staff member who will run it in our system. Material: column A employee code, B this year's allowance, C leave taken, D collective leave days that reduce the allowance. Two made-up rows: K-01 | 12 | 3 | 2 and K-02 | 12 | 0 | 2. Limits: do not ask for real data; ignore sick leave because it does not reduce the allowance under our rules. Shape: one formula, an explanation of each part, results for the two samples. Check: name two situations that would make this formula wrong.

What came back

Formula in column E: =B2-C2-D2. B2 is the allowance, C2 leave taken, D2 collective leave. For K-01 the result is 7, for K-02 it is 10. The formula is wrong if new hires get a pro-rated allowance, or if last year's leftover leave may still be used.

What changed

  • The first request sends ID numbers and sick notes that are not needed at all for the calculation.
  • The first output repeats a person's health data in the answer, so it now sits in two places.
  • The second request gives only the shape and made-up samples; the formula runs inside the HR system.

Common mistake

Mistake
Using a personal AI account on your phone to tidy the payroll list because the work account is slow.
Why it hurts
A payroll list is employees' personal financial data. On a personal account there is no contract between your organisation and the provider, so you do not know whether the data is stored or used for training. If it leaks, the organisation may have a notification duty within 3 x 24 hours.
Do this instead
Wait for the work account, or work with the shape and made-up samples. If real data has already gone out, report it the same day to your manager and data protection officer.

Try

Sorting card

Sort this material: fine for a general AI service as is, fine after replacing with made-up samples, or only through a tool whose basis is in place?

  1. A hundred applicant CVs to be summarised by a model with servers abroad

  2. An overtime table with names and hours per employee, to find a formula

  3. A disciplinary note on one employee to tidy into a warning letter

  4. The new allowance structure per job grade, no names

  5. An attendance recap with real employee codes that map to names

  6. A draft remote-work policy naming no one

6 cards left

Your manager wants every CV for a new opening read by an AI feature using a model abroad, starting tomorrow. What is the best thing to say?

Take home

Before pasting anything from an HR file

  • I know whether this material contains data about a particular person
  • Salary, health data, disciplinary records and ID numbers are not included
  • For formulas and layouts, I send only column names and made-up samples
  • I use the approved work account, not a personal one
  • For CVs, I know where the model processes data and what the transfer basis is
  • If real data has gone out, I report it the same day

What went wrong for us

How we work

Employee data stays out of general AI tools

Context
In an HR app we run, the team often needs writing help: policies, announcements, meeting summaries. The material closest to hand is often employee data: payroll lists, sick records, disciplinary notes, ID numbers.
What tends to go wrong
This is a rule we keep, not an incident story. Salaries, health data, disciplinary records and employee ID numbers are never pasted into a general AI service, even for tasks that look trivial such as tidying a table.
What it costs if ignored
Some of this data is specific personal data under the PDP Law. Once sent to a service outside the organisation's control, it cannot be pulled back, and the employees concerned were never asked.
Root cause
Writing tasks and people's data mix easily because both sit in the same file. People paste the whole file when the model only needs its shape.
How we do it
We work with the shape, not the contents: column names, two made-up sample rows, and the rule to apply. Work that truly needs the real data is done inside the HR system itself, by the person authorised.
The rule we keep
Before pasting anything from an HR file, we ask: is there data about a particular person here? If so, it is replaced with made-up samples or the task is done without a general AI tool.

The lessonThe model needs the shape of the data, not your employees' data.

What it means for your workWhen you need AI help with an HR file, send column names and made-up samples; the real data stays in the HR system.
