A safe resident-complaint form

An invented government office wants to receive resident complaints through a web form. Build a form and a staff page that ask for as little data as possible, validate input, and limit who can read complaints. Done means basic security tests are recorded, and the authorised official approves the list of requested data before the form goes live.
