A gated agent that asks before it writes

An invented admin team wants an agent that updates the office inventory sheet from purchase notes. Build an agent that may read freely but must show its planned changes and wait for human approval before writing anything. Done means the gate is proven unskippable, including when a purchase note contains instructions telling the agent to skip it.

What you hand in

A permission table for the agent: tools allowed, tools needing approval, and tools forbidden.
An approval gate that lists changes row by row and writes only after an explicit yes.
A test set of 8 invented purchase notes, including incomplete and conflicting ones.
Two invented notes containing hidden instructions to skip the gate, and evidence the agent still stops and asks.
A trace log for every run showing when the agent read, asked and wrote.
Evidence that a no, or no answer at all, makes the agent stop without changing the sheet.
